Attorney General Josh Kaul today announced the Wisconsin Department of Justice has charged Terence D. Blackmon, of Plover, with second degree sexual assault in a May 2012 Stevens Point case thanks to the Wisconsin Sexual Assault Kit Initiative.
Blackmon, 45, was arrested July 9 by the DOJ Division of Criminal Investigation and was booked into the Portage County Jail.
Through the Wisconsin Sexual Assault Kit Initiative a DNA profile was developed from the evidence contained in the victim’s sexual assault kit which was consistent with Mr. Blackmon’s profile in the FBI’s Combined DNA Index System (CODIS), Kaul said.
Blackmon is accused of sexually assaulting a woman at her home while the woman’s three children were at home. One of the children, an infant, was in the same room where the alleged assault occurred, according to the criminal complaint. The alleged victim told police Blackmon muffled her mouth during the assault so she could not speak and held her down so she could not move.
This case was investigated by DCI and Stevens Point Police Department. Victim services are being provided by the Portage County Victim Witness Office. The case is being prosecuted by DOJ Division of Legal Services Assistant Attorney General Noel A. Lawrence, with authorization from the Portage County District Attorney.
