The Wisconsin Department of Justice on Wednesday released new information in a fatal shooting last month on the outskirts of Rhinelander that left one person dead.

Police say the body of 33-year-old Steven Kinkaid was found inside a home in the 1600 block of River Street after he allegedly exchanged gunfire with law enforcement. The Oneida County Sheriff’s Department received two hang-up 911 calls at about 8:40 p.m. on Saturday, Jan. 20, which prompted the police response by three deputies and two Rhinelander Police officers.

When law enforcement arrived at the home, they determined there were two people inside but were met with gunfire when they tried to enter. Officers retreated, backed away and created a perimeter while Kincaid allegedly continued shooting at officers from the second level of the home and gunfire was exchanged, the DOJ said.

Oneida County Sgt. Thomas Williams, Deputy Michael Bedish and Deputy Cole Lehman were at the scene, along with Rhinelander Sgt. Christie Kondzela and Officer Graham Biskobing. They were not injured.

Tactical team members from the Vilas, Oneida, Marathon, Langlade, and Lincoln County Sheriff’s Offices responded to the scene. Eventually one person emerged from the home and was evaluated by emergency medical services on scene. That person’s name, age and gender have not been released.

When the tactical team entered the home, Kincaid was dead.

DOJ officials say the Rhinelander officers were wearing body camera equipment and squad camera video is also being analyzed.

DCI is leading this investigation and is assisted by DCI Crime Response Specialists, and members of DCI’s Digital Evidence Unit. Reports, when complete, will be turned over to the Oneida County District Attorney.

No charges have been filed in connection with the shooting.
